The Department of Labour (DoL)
The Department of Labour envisions a decade-long strategy to empower the workforce, ensure equitable labour practices, and foster a safe and conducive work environment. Founded on the principle of creating a thriving labour ecosystem, the department aims to safeguard the rights and well-being of workers while promoting sustainable economic growth.
As a primary organizer of ICOEH 2026, the department operates under the vision: “Fostering National Transformation: Enabling Workforce; Improving Workplace.”
Mission and Strategy
The department’s mission is to promote a fair, inclusive, and responsive labour administration system for decent employment and transformative socio-economic growth. This is achieved through:
- Improving labour standards and application.
- Ensuring decent employment practices and fostering conducive working conditions.
- Enhancing labour market responsiveness.
- Managing both the national and foreign workforce to contribute to Bhutan’s transformation toward a ‘Developed Bhutan.’
Core Mandates
To fulfill its mission, the Department of Labour carries out several key functions:
- Policy & Compliance: Formulating progressive labour policies and strictly enforcing the Labour and Employment Act to ensure compliance by both employers and employees.
- Occupational Health and Safety (OHS): Strengthening workplace safety through effective regulation, education, and compliance.
- Social Wellbeing: Promoting social dialogues, equity, diversity, and inclusiveness to ensure worker welfare and security.
- Modernization: Adopting digital technology to streamline administration and building data-driven labour market information for better decision-making.
- Global Alignment: Aligning local labour practices with international standards to integrate effectively with the global labour market.
- Awareness & Capacity: Promoting rights and duties through public education and improving the capabilities of labour staff through professional development.
Through targeted initiatives and stakeholder collaboration, the department remains committed to fostering a harmonious work environment and advocating for workers’ rights across the nation.
Occupational Health and Safety Management Consultancy Services (OHS-MCS) is a premier organization dedicated to the advancement of health and safety standards in the workplace. Led by CEO Dr. Ashish Mittal, a certified Occupational Health Physician, the consultancy specializes in creating safer work environments through a combination of expert guidance, training, and strategic interventions.
- Conference Organization: OHS-MCS is the primary organizer of the International Conference on Occupational and Environmental Health (ICOEH). The organization has successfully led multiple international conferences focusing on themes such as “International Collaboration and Capacity Building” and “Clean and Safe Environment: From Home to Workplace”.
- Community Outreach & Advocacy: The organization is deeply involved in social betterment, having conducted numerous free medical health camps, vision screenings, and specialized training sessions for workers in various sectors, including foundry and weaving clusters.
- Safety Training & Education: OHS-MCS provides comprehensive training and workshops designed to prevent workplace injuries and illnesses, such as nasal perforation in electroplating units and lead poisoning in manufacturing.
- Research & Publication: The team actively contributes to the global knowledge base by publishing papers and developing “Information, Education, and Communication” (IEC) materials aimed at demystifying complex OHS concepts for workers and stakeholders.
- Policy & Campaigning: OHS-MCS has been instrumental in national campaigns, including the launch of the National Asbestos Profile for India and the India Ban Asbestos Network (IBAN). They also advocate for the rights and safety of vulnerable groups, such as sewage and sanitation workers, frequently bringing these critical issues to the forefront of national media and legal discussions.
Through its commitment to professional excellence and social responsibility, OHS-MCS continues to be a driving force in improving the lives and working conditions of the national and international workforce.
