He has under his credit various articles and reports published by Ministry of Environment Forest and Climate change. His panel discussions on climate change and related issues are aired on the Lok Sabha Television. He is Masters of Science (Environmental Management) from New Delhi and a graduate in Zoology (Life Sciences) from University of Delhi. He was earlier Director, Professor in Pulmonary and Critical Care Medicine at the Vallabhbhai Patel Chest Institute, Delhi and former Head of Department of Pulmonary Medicine, University of Delhi. He obtained his graduation (MBBS) from Maulana Azad Medical College (1977 batch) and obtained MD in Pulmonary Medicine from the Vallabhbhai Patel Chest Institute in 1986.<\/p>\n A clinician and teacher par excellence, Dr Chhabra has been active in several areas of research, both basic and applied, in the discipline of Pulmonary Medicine and allied sciences. He has developed keen research interest in lung physiology, critical care medicine, epidemiology and biochemistry and clinical pulmonary medicine. He has carried out more than a dozen research projects for Indian scientific bodies including ICMR, DST and CSIR. His interests include aspects of asthma, Chronic Obstructive Pulmonary disease, interstitial lung diseases, pulmonary function and health effects of air pollution. Among his pioneering works have been studies on epidemiology of asthma and adverse effects of air pollution. He has developed an experimental model of asthma in guinea pigs and explored the phenomenon of oxidative stress in asthma and COPD. He has explored the basic mechanisms underlying the pathogenesis of bronchial hyperreactivity and airway inflammation in asthma. He has developed regression equations for spirometry norms in children and for spirometry, lung volumes and diffusion capacity in adults in four metropolitan cities of India, the only scientist from India to accomplish this feat. His work has contributed to the current knowledge on the linkage between COPD and cardiovascular disease.<\/p>\n He was awarded the Von Pirquet prize of the Indian College of Asthma, Allergy and Applied Immunology, NAPCON-Dr Reddy Oration of the National College of Chest Physicians, DN Shivpuri Oration of the Indian College of Asthma, Allergy and Applied Immunology and Paramesh Oration for Environment of the Indian Academy of Allergy. He was also awarded the Fellowship of the American College of Chest Physicians, National College of Chest Physicians and the Indian College of Asthma, Allergy and Applied Immunology and is on selection panel for scientists of Defense Research and Development Organization. He has been an adviser to the Center for Science and Environment and The Energy Research Institute. He has supervised research work of more than 25 MDs (Pulmonary Medicine) and been a co-supervisor for PhD students. He has been and continues to be an examiner for postgraduates in Pulmonary Medicine.<\/p>\n He has delivered more than 150 guest lectures and has over 140 publications in prestigious indexed international and national journals. He has authored more than twenty book chapters.He is a reviewer for several national and international journals and is the Editor of Indian Journal of Chest Diseases and Allied Sciences, Associate editor of Journal of the Indian Journal of Asthma, Allergy and Applied Immunology and sectional editor of Lung India. He has also been involved in preparation of the DFR for Phase II storage program which will entail two new underground storage technologies viz. solution mined salt cavern and in ground concrete tanks. He was instrumental in signing two key deals with UAE government for storage of crude in the storages. A Mechanical Engineer by academics from Bombay University, he also holds a Diploma in Management studies from Bombay University, as well.<\/p>\n

He has been a consistent Member of International Joint Monitoring Missions for RNTCP and a National RNTCP Appraiser for States.\u00a0 He is on the National DOTS-Plus Committee for MDR-TB, National Committee for Airborne Infection Control, National Committee for Operational Research, National Committee for Pediatric Guidelines and National Drug Monitoring Committee. He is one of the nodal persons responsible for initiating private sector involvement in RNTCP in co-ordination with Delhi Medical Association and organized workshop for drafting National Policy in this regard.\u00a0 He is also a National Facilitator for training the trainers in MDR TB.<\/p>\n

He has been a member of the High Level Inter-Ministerial Indian Delegation on climate change in over 16 UNFCCC negotiating meetings, including the Conference of the Parties, and has been instrumental in negotiating the landmark \u2018Paris Agreement\u2019 on Climate Change. During his assignment he has worked with high level political leaders, senior government officials and bureaucrats of various Indian Ministries, UN Special envoys and country diplomats, Civil Society Organizations and NGOs on climate change.<\/p>\n
